During my investigation I also discovered a interesting and annoying thing:
some settings are only present in the software's "troubleshoot" wizard.
Apparently by default my devices were set up to repeat the signal three
times per keypress, and the rigmarole to adjust that setting is:

   - Devices ->
   -  (device) ->
   - Troubleshoot ->
   - Show me more problems ->
   - PVR doesn't appear to receive every command correctly ->
   - The device responds too much to some commands.

Anyway... after minimizing all three settings (delays set in software,
delays set in remote, and key repeat under troubleshooting) for all devices,
it's now noticeably MUCH better.

I think I might be all set on this!  I'll follow up if I learn differently.
Hope this helps anyone else with a 700 who might land on this thread.
