TV Playback/TOGGLESTRETCH, defaults to unbound.

Or:

TV Playback/ADJUSTSTRETCH, defaults to "A", brings up the stretch slider.

Note, also, that inside the stretch slider, UP and DOWN will 
increase/decrease the stretch by 0.25x, whereas RIGHT and LEFT 
increase/decrease the stretch by 0.05x.
