Since I knew the backend wasn't the fault source, I rolled back the 
Frontend to the 20111107 build:

After some trickery with the database (changing it's schema version 
reported and them also preventing automatic upgrades since it already 
had previously on my backend), I was able to trick the frontend into 
starting enough to go into Videos section, and play the NUV on my local 
drive.  Tada, video playback is perfect.  So the 1107 is working, and so 
far the 1129 and 1217 commits are not working.

Soooooooo.... how the heck do I go about logging this defect?  I'll 
start by creating a ticket in TRAC.  If anyone has any idea about what 
might be going wrong/what changes have been committed in the last month, 
please share.
