This issue comes up a lot.  Search for "Soft vs Hard Padding".

In summary.

Option 1 was designed as a pre-roll post-roll option to allow tuner
cards / cable boxes to turn on and set channel etc.  It's the soft
padding option because the scheduler will ignore it if the tuner is
required for another recording.  In my opinion it's probably only
really useful if you have a single capture device because it lets you
extend recordings without creating conficting recordings.  If you have
more that one capture device I would recommend not using it because it
confuses things when hard padding is used as well.

Option 2 is also known as hard padding and extends/shortens the length
of the scheduled programme.  If the extension causes it to overlap
with a scheduled recording on the same channel (or another channel)
then one of the recordings will be marked as a 'conflict' and will not
be recorded.  This is the option you should be using.
