It seems I misunderstood how the ir-keytable repeat delay and rate
settings work. They do affect the rate at which lircd sees events.
They do not affect the rate at which X sees events or at least the
rate at which X propgates events to clients. The rate at which X
clients see events is controlled by the old "xset r" command. I would
have sworn I'd tried that before.
