It really depends a lot on how you want this to work.

If you want to have a list of prices for different content and have
users give their credit card numbers to unlock individual videos and
make it all automatic, this would be a lot of work.

If on the other hand you just make everything available all the time
and just have a script that scrapes the backend log for what was
watched and you calculate some addition room charge at the time they
check out, that would be relatively easy, but there's no way to handle
disputes or distinguish between accidently viewing a recording by
sitting on the remote and intentionally watching a program.
