There is a report of vdpau running on a  AMD Geode NX1750 (1.4 Ghz), ~30% http://www.mythtv.org/wiki/VDPAU , one of the first 
reports.  I'm still not sure the minimum cpu requirement for H264 on a vdpau PCI card, I expect its something like a 400-700M CPU, 
presuming  compatible motherboard chipset.  I recall reports of people having success with this cpu grade on the net.
