I wasn't aware that libmpeg2 didn't output the vbi data but as soon as
I saw that in your logs, I though it was a likely candidate given the
symptoms.

For what it's worth, we will be removing the libmpeg2 decoding option
soon. This is just the latest of several problems with the library and
it offers very little, if any, benefit over standard ffmpeg.
