ATSC is using a video codec that is nearing 20 years old.  It's running 
bitrates that any desktop processor made in the past five years has no 
trouble decoding.  There have been hardware decoder chips for it 
available in TVs and STBs for more than a decade.  It was purely a 
design choice on Apple's part not to support it in the iPhone/iPad.  
There are no technical limitations that would have otherwise prevented 
them from doing do.
