A suggestion and a solution:

To see if its Myth thats adding the black space (as opposed to
the broadcaster) go to the Frontend Utilities/Setup, Setup, 
TV Settings, Playback, General Playback (2/8) and change
Letterbox Color from Black to Gray (if you already haven't.)

To get rid of the flickering (VBI), on the same page as above,
try a value of 2 in the Vertical Scaling setting.  That worked
for me.

When Greatly Enhanced Playback Groups gets implemented, you can
set the Vertical Scaling on a group bases rather than for all
shows (Trac 8088.)
