That was a little bit tongue in cheek.

My point is that they will cry that it is too much trouble to comply with the 
provisions of the rulemaking, and will almost certainly just "protect" 
everything. The limitations are bogus, and will be ignored, just like many 
cable operators now encrypt local stations that they are not supposed to.
