I really don't care how this is done, but I'm going to offer a suggestion anyway since neither method described makes any sense
to me.

Assume you have 10 tuners

1 tuner recording for one hour counts as 1 hour

10 tuners recording simultaneously for 1 hour counts as 1 hour.

This way you measure the percentage of TIME the system is recording, not the number of hours of video the system has recorded.

I don't pay any attention to the statistics so I don't care how it is done. But I hope this is an acceptable solution that will
short circuit an endless discussion.
