The fact that there are no LIRC errors in the log /and/ the fact that 
there is no:

'/home/mythtv/.lircrc' config

in the log suggests that either you're running at a reduced log level 
(i.e. -v important, and not the default, which is -v important,general ) 
or you don't have LIRC support in the frontend you're running.  There is 
one exit in LIRC initialization that doesn't have any explicit MythTV 
log output, but it looks like it should output a "lirc" message to 
stderr (like, "mythtv: could not open socket" or "mythtv: could not 
connect to socket".

If it's not just a missing message due to bad verbose options, it's 
possible that whoever compiled the binaries did not compile in LIRC 
support.  I realize that your --version output says, "using_lirc," but 
you should be seeing some LIRC messages (either success or failure) with 
0.22+ if you actually have LIRC support.  It's quite possible you 
configured with --enable-lirc and were lacking libraries so it was 
disabled--though I don't know why it would say using_lirc in that case.
