I understand the security issues.
In fact, openvpn is already being used
to connect both of these locations.

Second, we need more information about your setup to
tell what the bandwidth requirements will be.  SD off
a digital tuner will be anywhere from 1-3mbps.  Mpeg4
off a framegrabber will be 2-4mbps.  An MPEG2 encoder
card will be 3-6mbps.  MJPEG off a framegrabber will
be 5-10mbps.

It will be SD off a PVR 350 on the backend.
There will be no live viewing, only viewing of recorded content.
Each recording will be 30 minutes or less.
