I've been in contact with the developers on the mythtv-dev list, and
tests by them with a video file I sent show that the problem appears
to be fixed in trunk, so commflagging should hopefully work OK in
0.23. I've been using ticket "Ticket #7984: Commercial break detection
on H264 progressive recordings off by 2"
(http://svn.mythtv.org/trac/ticket/7984) to track this with the
development team.
