When configuring analog channels, either the frequency (kHz) or the
channel number (27 in your case, I believe) for the broadcast standard
(PAL-B for India) needs to be supplied.

Using the channel editor in mythtv-setup, you need to create a new
channel and then enter that value (519250) into the channel's
frequency field. Do not use the Edit Transports option in the channel
editor, as this is for configuring digital TV transports/multiplexes.

If you haven't already, create a new video source with no listings
provider configured initially. Then, create the new channel in the
channel editor, adding it to the new video source. In the 0.22-fixes
release of MythTV, there are 3 screens to the "Add new channel"
process. You configure the basic channel properties
(name/number/xmltvid etc) on the first page, filters on the second
page, and frequency (your 519250 value) and picture controls on the
third page.

Once you have created the new channel, you need to connect the video
source containing it to the card input on the Input Connections page.
Choose the new channel as the starting channel, and then exit
mythtv-setup. At this point, you should be able to start the
mythbackend server, and then the mythfrontend client and watch TV.
