That's not the problem...  When lirc starts, the lirc_dev and
lirc_mceusb modules get loaded, syslog shows the device is detected,
and it can receive signals from a remote control just fine.  When
using irsend, it just silently fails.  Even watching lircd with strace
while trying to send doesn't show anything strange.

For the record though, the vendor ID is 1784 (Topseed Technology
Corp.) and product ID is 0008.  Yes, those numbers show up in the
modinfo output.
