I'd say that 75C was a little high, but probably not beyond the
specifications of the chip (I say this without having looked it up
properly).
IIRC, those older P4 chips were a bit hungry on power which means that they
tended to need quite a bit of cooling.

If the system is a few years old, it may be that the CPU is having to do a
lot of the work rather than the graphics card, so continuous use at these
levels is likely to push heat up.  You could turn down the deinterlacing
options, which will lower CPU load, but you may find that this has
unacceptable effects on the reproductions on screen.

If the box is a few years old, it may be worth popping the top if you feel
confident and seeing if the heatsink/fan is dusty.  A brush out with a soft
bristled brush or compressed air if you have some may make the world of
difference.
