tcrequant only seems to be used for fine-grained tweaking of the final file size. I
worked round it by editing the encoder profiles file.

On my system, in /usr/share/mythtv/mytharchive/encoder_profiles there are 2 files, one
for PAL, one for NTSC. I edited the PAL one and added an extra section, giving it a
custom name. I then tweaked the bitrate values to give a final dvd of just the right
size. Took a bit of trial and error, and needs re-tweaking for each new dvd, but I don't
use it too often so that's not really an issue for me!

I haven't used this in 0.22, only in 0.21, so use at your own risk, and at least backup
the file you modify before making changes!
