A possible lead for you, 5? years ago I played with an Avermedia TV98 card, which is BT879 based. A problem I encountered was that it would only get a handful of stations, all at the top end of the cable TV channel list. The problem turned out to be that this card was sold with more than one tuner module, the software could not auto-detect which module was installed, so the programs went with a default that turned out to be wrong for my version of this card. The solution turned out to be creating a file : /etc/modprobe.d/bttv.conf and explicitly telling the system what tuner I was using.

If this is your problem, well your first step will be some research. In my case I found out that there were three versions of the tuner for my card, then simple trial and error through the three tuners allowed me to find the right one.
