Not really a service you can buy online! Pricing of such things is generally negotiated depending on the market and it's possibilities.

It's quite common to purchase a broadcast programme feed and re-brand including advertising, I'm not sure about CNN but a call to their marketing dept will get you started.

You will need a considerable budget and somewhat more technical facilities than a copy of MythTV and a PC!

I suspect this is not what you are wanting.
