Yes they are probably trying to phase out Alphacrypt CAM's and devices
which only support CI.
CI support on newer TV's (2009/2010) which support CI+ has been disabled
already. So CI modules no longer work in CI+ enabled TV's.

But they probably have to let users continue to use there current
Alphacrypt CAM modules in TV's and devices which only support CI's.
Otherwise they will have a lot of angry users. 

No guarantees of course...
