Isn't it in /usr/lib64?

If not, and you need it in /usr/lib, you will need to install
ladspa.i386.  I'd check to make sure you need the i386 version first
before going this route.  Are you mixing i386 and x86_64 software?
I notice you have ladspa-devel.i386 installed....
