There is no gui option for it. Its on by default, and a command line
option to mythbackend to turn it off (--noupnp).
There is a ist of troubleshooting tips in the wiki, search it out. I
think it amounts to:
1. having mythbackend bound to your lan address, not 127.0.0.1
2. having a multicast route set before mythbackend starts.
but rather than rely on my memory you would be far better read the
wiki for yourself :) (thats a comment on my memory, not your ability
to find the answer)
