TV-0 is the display device. It works really well. I have been
able to reduce my menu back to normal size and disable the scaling in
the mythtv GUI. My only complaint is that for my set the overscan
seems to be proportional to the dimensions of the set. So the actual
width overscanned in the horizontal dimension is 4/3 of the height in
the vertical dimension. Since this settings is applied universally in
the vertical and horizontal dimension my set it still slightly
overscanned in the horizontal direction, or I could underscan it in
the vertical direction and have the full horizontal.

The "Overscan Compensation" slider is present under the GPU 0 TV-0 GUI settings. It also works in real time which is nice.

I also find using a 16:9 TV that the max setting of 100 is almost enough correction for the height however the width remains
overscanned when using the max setting of 100 raster pixels.

Whether the TV is 4:3 or 16:9 (or whatever) it seems to really need separate x and y compensation components, as it was in the past,
and as it is in mythtv, clearly by no accident!

Still it is an advance!
