Yes this is normal, and it is how my upgrade went. It is just apt's
way of getting all of the dependencies worked out. Sometimes it can
all be done in one swath. You do the partial upgrade, and it may
request a reboot (I can't remember). Then you run the update manager
again, and it will complete the rest of the upgrade. So just to be
clear, you don't want to leave it with only a partial upgrade, you
need to complete the process.
