I am pretty sure this is the case. The multiplier is reduced but the
200Mhz clock that everything is based off of does not change and thus
the HT links, memory speed,  PCIe and other clocks that are based on
the 200Mhz clock do not scale back to 1/2 speed (or less) when the CPU
is at 1 GHz.
