How "non-standard"? How was the file created?

Try gopchop, avidemux or some of the other "simple" editing programs out 
there. Cinelerra would probably do it, after you spend a few weeks learning 
it :-) It wouldn't be "splitting" but rather just editing out the portion you 
don't want, do it twice and you'd wind up with what you want.

You could try the Myth internal editor, again just removing the half you don't 
want. Copy the file first, so you can do it again and keep the other half.
