[mythtv-users] Automatically setting Parent Control level to 4 on NR titles

I have a check in "Enable automatic Parental level from rating" and it
seems to work for the default ratings.  But I have tried to add NR to
Level 4 and it doesn't affect anything.

Level 4:   R:NC-17:NR

Attached screenshot is of the config screen.
Why doesn't NR to automatically be added to Level 4?

In case it matters here is my mythfrontend --version output.
MythTV Version   : 16838
