I've joined the XMLTV-devel mailing list on Sourceforge, and I will 
enquire there about this issue.

Hopefully it's just the case that the Japanese web site did not 
recognize the user agent string, and if introduced properly, will permit 
it's use.

I'll relay what I discover here.
