This will happen at precisely the moment someone figures out how to make 
more money off it than they're currently getting from the cable 
companies.  Right now the battle is between "giving people on the 
Internet something for free" and "getting paid by cable operators to 
give people something."  Since these aren't charities we're talking 
about, the choice they're making is obvious and logical.
