Sometimes there will be a tracking ticket but usually the resync
happens all at once and is only loosely scheduled.  It's usually
mentioned on the dev mailing list in advance and thoroughly discussed
in the dev IRC channel.  Realistically, though, it's a HUGE import of
code all at once followed by a series of fixes over the few weeks
thereafter, followed by a long period of stability and occasional
fixes.
