I don't know if this helps or not, but the Prelinger Archives (http://www.archive.org/details/prelinger) have a lot of telecine content that's fallen into the public domain. The quality of the source prints is often pretty lousy, but the MPEG2 files are at roughtly SDTV resolution and encoded at reasonable bitrates.
