Well it's certainly standard on TV's in Europe -
we can thank the French for that. It might not be
the best connector in the world, but having a
standard was quite a revolution !
Whether it supports RGB or not depends on the TV.
Mine has two scarts, IIRC one does RGB but not
Luma/Chrome (aka SVideo), the other does
Luma/Chroma but not RGB, both do composite.
