As you have discovered, none of those cards are capable of VDPAU...   You
need an 8200 or higher series card, and the VDPAU features vary per card,
manufacturer, memory, and most importantly, the chip the card is based
on.

AFAIK, there are no AGP cards on the market that are capable of VDPAU.
Everything is PCIe or PCI.
