For the STB in question, the IR receiver should be just above the '+'
(up) channel change button on the front of the unit.
However, it has been reported by some that the IR receiver on that box
and the associated remote seem at times to be inconsistent in working
well.
One of the solutions they use is to put a small piece of tape actually
over the area where the IR receiver is located, and then they report
it solves the issues.
This would indicate to me that maybe the receiver is over-sensitive,
and they are reducing it's sensitivity by at least partially blocking
it.
Maybe you can try it both with and without a piece of tape over that
receiver location with the remote control, and see what effect it has.
Then try the IR Blaster at the same location and see what the result
is.  It would seem counterintuitive to block the IR receiver, but I
guess it's possible that may be some of the problem.

fwiw, I do not have one of those Motorola boxes, so, ymmv.
