Making LiveTV use some particular tuners first is just a matter of 
configuring your system as desired (and is currently fully supported in 
Myth)

Making a means for a frontend to realize that certain content is 
unplayable on that frontend/not showing that content to said 
frontend/etc. is an unimplemented feature without a patch that's not 
supported in Myth.  The closest you could get to that is using recording 
groups (but that's a far stretch from what the user requested).
