... and what's your capture source?  (DVB, analog encoder ...)

I'm in the UK capturing DVB-T and outputting via an NVIDIA 5200 using
S-Video to a CRT TV.  I have exactly the same symptoms as you
(excellent picture normally but very poor for football and tennis etc
..)

If you're encoding the signal yourself then it's possible the the
bitrate and resolution settings can be altered to reduce the effect of
motion blur.  It your capturing DVB then the encoding has already been
done and you have to put up with whatever compression the broadcaster
has chosen.  However in my case it's definately not down to the
compression because I get a much better picture from a commercial STB
playing the same signal.
