I'm not surprised. I used to know a guy who lived in rural Georgia, and 
ISDN was the only form of broadband he could get.  It has much longer 
distance limits than other forms of landline broadband.

Nowadays the trend seems to be towards wireless services for rural 
areas, especially in flat country where one tall tower can feed a wide 
area.  Each client gets an outdoor gain antenna, usually a small dish or 
corner reflector.
