I'll have to try upgrading the firmware on this older model as I'm sure that's important... One more piece of info I noticed is that the backend reports in the log very different output on the two tuners. On the one that works:

So it seems that would be the cause of the failure here. Hopefully a firmware upgrade will help. I'll try it tonight when I get home and report back in case this helps others.
