I have a Fusion HDTV Lite card, an HDHomeRun and a Hauppauge HD-PVR in 
my setup.  The Fusion card pulls in the signals just as well as the 
HDHomeRun, so I don't know if you've got a defect or what.  I did lower 
the threshold for digital signals in MythTV to 40% and everything still 
comes in crystal clear.  I live in a hilly area about 35 miles away from 
the antenna sources and am using a Winegard SS with amplifier, then 
multiple splitters to deliver signal all over my house.
