The problem is that you see a small amount of the message on the data
entry screen and there is no scroll bar.  You can bottom post if you
delete, one character at a time, enough of the old messages so that
you only have a small amount of the prior message on screen.  It is a
real pain and takes a long time to delete a message that hasn't been
trimmed in a while.  With most mail readers just hiding the prior
text, less and less people trim.  Believe me, it just make me not
reply to most messages, or top post and apologize.

Again, I think it is time to re visit the policy and hopefully adapt
it to the new technologies.  Time to get with the times.
