    In practice, nearly nobody uses encrypted HD without an STB.

    So thhe new situation is much like the old situation. Sure, cable
providers could suddenly disable analog HD STB outputs. OTOH, there 
are plenty of people who don't know well enough to avoid using
those outputs.

    Give consumers the option, and they will create a nasty little
legacy support situation for you.
