I talked with a Comcast representative today.  Of course, in order to  
get to an actual person, I had to tell the computer that I had nine  
televisions that didn't have set-top boxes.  :)

I told the person I spoke with that I have a TV with a QAM tuner and  
asked her if I needed a set-top box, since I was currently able to  
view the digital channels.  She told me that she didn't know what QAM  
was, but that was the magic word the technicians used.  "If you have a  
QAM TV, you don't need a set-top box" was what she said.

She was surprised that a one-year old TV could do it, she asked if I  
bought the TV within the last week or so.

There is, however, no guarantee that Comcast won't change this policy.  
  I didn't bring up encryption specifically, but when I asked if  
[clear QAM] was a temporary situation, she said that things "may be  
subject to change", but that she didn't know of any near-term plans to  
change the way things are.
