Very similar setup here, I have the pcHDTV-5500, pcHDTV-3000 and HDHR,
I'm in North York and I use Channel Master 4221 and I get 17 OTA digital
channels and for analog I use PVR-500 and PVR-250 connected to Rogers
analog.

I see no reason to get Rogers digital.
