I figured out the problem.

2008-03-19 21:08:11.895
/usr/share/mythtv/mythweather/scripts/ndfd.pl No
longer exists
2008-03-19 21:08:11.895
/usr/share/mythtv/mythweather/scripts/nwsxml.pl No
longer exists

I made a backup of my database then used phpmyadmin to
manually change the locations of the two bad paths to
the correct (new) location and now it works.
