Suggest you have a look at iptables. Look at man iptables and search for 
"limit". This includes several ways to rate-limit traffic, generally 
however in terms of a number of packets per second, so you'll have to 
experiment to find the requisite number of pps to yield your desired 
limit in terms of Mbit/s.
