It picks whichever backend requests the job first. I had a faster  
backend and a slower one, so I had the faster one check for jobs every  
15 seconds and limit it to 1 job, then the slower one would check  
every 90 seconds and limit to 1 job. I think it pretty much every time  
chose the faster backend. I know this isn't what you asked, but it  
should help you understand a little better how it works and trigger  
you to think of some other solution. :)
