The code has provisions for this, but I'm not sure why they aren't
working for you.  You can look at
http://svn.mythtv.org/trac/browser/branches/release-0-21-fixes/mythplugins/mythweb/includes/skin.php
to see how MythWeb decides on what skin to use.  The code around line
36 is supposed to make sure that the mobile template doesn't get used
for a non-mobile user agent.
