Generally called "self-vulcanizing tape" here. Usually there is a red 
backing that prevents it "vulcanizing" to itself on the roll.

That and the previously-mentioned coax-seal are the most used products 
for this purpose.

The more solid "boots" that often come with amplifiers or connectors are 
generally worthless. They guarantee that any moisture that does manage 
to get in will be held there.
